Esta palabra es femenina pero, como tiene el acento en la primera sílaba (ha-) y la letra h es muda, debe usar el artículo masculino 'el' o 'un' para evitar la cacofonía entre dos aes (la habla o una habla). Entonces es 'el habla'.

This word is feminine but, as it has the accent on the first syllable (ha-) and the letter h is silent, you must use the masculine article 'el' or 'un' to avoid the cacophony between two a's (la habla or una habla). So, it is 'el habla'.
